New leaders in territorial development

The educational program New Leaders in Territorial Development has been developed by the Archpolis Center for Territorial Initiatives together with the MARCH Moscow School of Architecture and the Russian Presidential Academy of National Economy and Public Administration.


Program Goal

The goal of the program is to prepare a new generation of expert leaders to develop urban and rural areas, be able to generate ideas and meanings, make creative decisions using a wide range of social and cultural technologies and public–private partnership tools.

Program structure and contents

The educational program is based on real examples of territorial development provided by land users who are partners of the program. The students work on these cases in experimental Territorial Development Studios, and they have a unique opportunity to implement their ideas and initiatives as part of an interdisciplinary team. During the year, as part of their practical work, the students seek to answer the key questions of urban and regional development

  • What can be a driver of territorial development?
  • Why is the suggested development concept sustainable from economic, social, environmental and other perspectives?
  • How can the suggested development concept be implemented?

Target audience of the program

The program is designed for recent graduates with different academic and professional backgrounds: project managers, public officials, employees of investment and development companies, representatives of non-profit organizations, architects, urban planners, economic geographers, sociologists, etc.

Our applicants are noted for their active life philosophy, critical evaluation of the current situation of urban and regional development, desire for change, ability to assume responsibility for future change, and readiness to be at the forefront of the developing profession of integrated regional development specialist. They are passionate people, visionaries, and initiators – each in their own area of professional activity.During their studies, the students will speak at four interim forums, and at the end of the program they will present their concept of regional development to a jury consisting of Russian and international experts, land users who are partners of the program, and other stakeholders in territorial development. The result of the students' work will include:

  • a master plan of the territory;
  • investment memorandum and partner's network;
  • schedule of implementation and branding of the territory;
  • program of the first year of the proposed launch initiatives.

Mode of studies

full-time, evening, three days a week, including Saturday.

Length of program

two courses – five modules (732 hours) from October (2014) to October (2015).

Admission requirements

  1. Academic degree or work experience in government, municipal administration, planning, territorial development, development or with public organizations or groups dealing with urban and territorial issues.
  2. Project portfolio (if available).
  3. Successful application review and interview.

Set for distance learning is open.

Number of students

30-50 persons.

Upon completion of the program, two diplomas will be issued by Master of Public Administration (MPA) and in city planning by MARCH Moscow School of Architecture.

Interview dates for Summer 2014

Round 1: July 21-22

Round 2: August 25-26

Round 3: September 18-19

The time of the interview will be determined individually, and will be between 11:00 am and 6:00 pm.
